How to monitor Priority Base for WMI Win32_Thread ?

To create a WMI monitor for Priority Base, provide host name (it must be a Windows host) and specify custom WQL query:

SELECT PriorityBase FROM Win32_Thread

The PriorityBase property indicates the current base priority of a thread. The operating system may raise the thread's dynamic priority above the base priority if the thread is handling user input, or lower it toward the base priority if the thread becomes compute-bound.
