This variable indicates if there is an alarm present for the TC Sublayer. The value lcdFailure indicates that a Loss of Cell Delineation (LCD) failure state has been declared for the TC Sublayer. Transition from failure to the no alarm state occurs when 6 consecutive ATM cells are received with valid HEC, followed by about 10 seconds of acceptable working signal.
