This value indicates the current state of the Hold function. The values are determined as follows: 'holding-prm' is set if the primary ring is operational and the Recovery Enable Flag is clear (NOT NO_Flag(primary) AND NOT RE_Flag). is set if the secondary ring is operational and the Recovery Enable Flag is clear (NOT NO_Flag(secondary) AND NOT RE_Flag). Ref 9.4.3. and 10.3.1. the primary or secondary, i.e., the Recovery Enable, RE_Flag, is set.
