This object is the signaling parameter that should be used by the LEC when setting up all best effort VCCs. This parameter applies to the forward and backward direction on a per best effort VCC basis. Thus a 155 Mb card may be configured to send best effort traffic at 25.6 Mb (per VCC), but with a total card bandwidth of up to 155 Mb. Since this parameter has an integer value the unis are 10xMbits/sec.
