Otherwise (for a reserved bandwidth PVC) this value is utilized by OSA. A value of 0xFF indicates that this value is not being used. Backward sustain cell rate specifies the desired cell rate for inbound traffic that can be sustained for life of a connection on this PVC. This value can not exceed the ATM ports link speed.
