Defines which ports are in forwarding state for this VLAN. The VLAN port is in forwarding state if one of the following is true: The port has been statically included by setting the corresponding port in ibmVlanIncludedPortMap. The port is not excluded, corresponding port in ibmVlanExcludedPortMap is zero, and the port has seen VLAN traffic in the current age out period, as defined by ibmVlanConfAgingTimer.
