This is the re-transmission timer. It is started upon transmission of frames. When a response is received, the timer will be shut down. If the timer expires , it may be retried N200 times. When N200 times have been reached, a DL-RELEASE message will be sent to the Layer 3 entity. The default for this timer is 1.5 seconds.
