Usage: The time delay after last 'startup' trigger event (eg, 'xcmHrDevCalendarCommandRequest' or local user action) before the 'startup' cycle will begin (to power 'readyMode' in 'xcmHrDevInfoConditions' and 'running' in 'hrDeviceStatus').
