This attribute displays the most recent time that an SVC DLCI has failed to get a message block due to message block congestion. Exceptional behavior can occur due to this. The DLCI that has most recently encountered this is indicated by the lastDlciWithMsgBlockCongestion attribute. However, all SVC DLCIs may be affected. The initial value of this attribute is 0000-00-00 00:00.
