This attribute counts the number of rate reductions due to rate adaptation. Rate adaptation causes the allowed rate to be reduced in steps. After each reduction, a period of time is awaited before further action is taken. At the end of this period, the allowed rate is further reduced if congestion is still prevalent. When this count reaches maximum, it wraps to zero.
