aal1 Ces Aep Retry Limit

retryLimit specifies the maximum number of consecutive unsuccessful connection setup attempts that may be made before further attempts are abandoned. If this limit is reached, the Restart verb may be used to restart connection attempts. If retryLimit is 0, there is no limit; attempts will continue indefinitely until a successful connection is established.
