This attribute specifies the scaling factor which is to be applied to all shaping rates for this FP. The scaling factor is an inverse factor which is applied to the chosen shaping rate to produce an actual shaping rate. For example, if a shaping rate of 25 Mbit/s is used with a scaling factor of 2, the actual shaping rate is 12.5 Mbit/s.
