A level of STQ occupancy at or above which the STQ is almost full. This attribute specifies the full threshold location in MTU units below the STQ size. The range is [stqHighThreshold + mtuSize, sizeSTQ - mtuSize]. The default value for stqFullThreshold is sizeSTQ - 2*mtuSize.
