This value defines whether the policy is a rising alarm or a falling alarm. If the value of this item is rising(1), then the actionPolicy is executed if the value of the sampled variable is larger than the threshold. If the value of this item is falling(2), the actionPolicy is executed if the value of the sampled OID is smaller than or equal to the threshold.
