The number of upstream bandwidth requests which exceeds the maximum upstream bandwidth allowed for a service defined in the Quality of Service profile associated with this Sid. The request which exceeds the maximum upstream bandwidth allowed will be rejected by the upstream's rate limiting process using one of the rate limiting algorithm. Note that the value of this counter cannot be directly used to know the number of upstream packets that got dropped at the SU. A single upstream packet drop of a SU can result in up to 16 increments in this counter, since the SU keeps retrying and keeps getting bandwidth request drops at HE if it has consumed its peak rate.
