This is the index into the topology database array. This value should remain persistent while the topology database exists, which means that it'll be consistent across boots. However, if this node is disabled as the gateway node, and later on enabled (by changing the value of cwtGatewayAdminStatus), then the cwtIndex may be different for the same node info entry in the topology database.
