Specifies the number of user octets per cell, if partial cell fill is used. 47 means partial fill disabled. Partial fill is not supported in CESM-4P Ranges for partial fill are: T1 struct 25 - 47 T1 unstruct 33 - 47 E1 struct 20 - 47 E1 unstruct 33 - 47 and partial fill for any channel should always exceed the number of time slots assigned to that channel.
