The management application should choose this value by reading clmgmtNextFreeLicenseActionIndex while creating an entry in this table. If an entry already exists with this index, the creation of the entry will not continue and error will be returned. The management application should read the value of clmgmtNextFreeLicenseActionIndex again and retry with the new value for this object.
