The current operational state of the termination. The testing(3) state indicates that it is in the testing mode and no connections can be created on it. If cmedTermAdminStatus is outOfService(2) then cmedTermOperStatus should be down(2). If cmedTermAdminStatus is changed to up(1) then cmedTermOperStatus should change to up (1) and the termination is ready to accept connections; it should remain in the down(2) state if and only if there is a fault that prevents it from going to the up(1) state
